According to Suzanne Olson of OPALCO, the issue was on the mainland.

“The best info we got was that there was an equipment failure on the mainland, on Puget Sound Energy’s system, which carries the transmission to the substation on Fidalgo Island that serves all of San Juan County,” Olson said.

According the OPALCOs website, OPALCO is one of 106,000 customers served by Puget Sound Energy who were out of power.
